According to a report from Cover News on October 16, the Central Committee of the United Wa State Party in Myanmar issued a notice stating that Bao Yanban, Minister of Construction of the Wa State, and He Chuntian, County Chief of Mengneng County, have violated relevant Chinese laws and regulations. Bao Yanban has been removed from his position as a member of the Political Bureau of the United Wa State Party, expelled from the party and military, and dismissed from his post as Minister of Construction. He Chuntian has been dismissed from his position as County Chief of Mengneng County. Previously, the Hangzhou Public Security Bureau in Zhejiang Province and the Kunming Public Security Bureau in Yunnan Province had respectively issued wanted notices for the two individuals, listing them as leaders of telecom fraud criminal groups in northern Myanmar and soliciting leads from the public. Reporters learned from relevant sources in Myanmar that the punishment notice is authentic, and Chinese police are continuing to gather leads on the two individuals.
Notice Issued by the Central Committee of the United Wa State Party
Both individuals hold Chinese household registration and ID cards. On October 11, the WeChat public account of the Criminal Investigation Bureau of the Ministry of Public Security published two wanted notices from the Hangzhou and Kunming public security bureaus.

The notices indicate that Chen Yanban (also known as Bao Yanban) and Xiao Yankuai (also known as He Chuntian) are key leaders of telecom network fraud criminal groups targeting Chinese citizens in northern Myanmar. They have long organized and operated fraud dens, committing telecom network fraud against Chinese citizens, with fraudulent amounts being huge and the nature extremely恶劣. It has been established that the criminal facts of Chen Yanban and Xiao Yankuai are clear, and the evidence is sufficient and conclusive. The public security organs urge Chen Yanban and Xiao Yankuai to recognize the situation, stop their activities, and voluntarily surrender to seek lenient treatment. At the same time, they call on all sectors of society and the general public to actively report and assist in capturing the suspects. Rewards of 100,000 to 500,000 RMB will be given to those who provide effective leads or assist in the capture. The notices also reveal that both individuals have Chinese household registration and ID cards and hold cadre positions in the Wa State of Myanmar. Chen Yanban (also known as Bao Yanban) is registered in Pu'er City, Yunnan Province, and currently serves as the "Minister of Construction of the Second Special Region of Shan State, Myanmar." Xiao Yankuai (also known as He Chuntian) is registered in Heyuan City, Guangdong Province, and currently serves as the "County Chief of Mengneng County, Second Special Region of Shan State, Myanmar."
Both Expelled and Dismissed by Wa State Notice; Chinese Police Continue to Solicit Leads
According to the notice from the Central Committee of the United Wa State Party, Bao Yanban and He Chuntian, as senior Wa State officials, violated relevant Chinese laws and regulations, leading to wanted notices from Chinese public security authorities. This has caused significant negative impact internationally and in the surrounding region, indirectly affecting political trust and friendly exchanges between the Wa State and neighboring countries.

To restore the reputation of the Wa State government and maintain friendly relations with neighboring countries, the Standing Committee of the Political Bureau of the Central Committee of the United Wa State Party decided to dismiss Bao Yanban from his position as a member of the Political Bureau, expel him from the party and military, and remove him from his post as Minister of Construction. He Chuntian was dismissed from his position as County Chief of Mengneng County. On the afternoon of the 16th, reporters contacted the handling officers from the Kunming and Hangzhou public security bureaus using the phone numbers on the wanted notices. The police stated that they are continuing to offer rewards for leads on the two individuals but declined to disclose other details. A local government source in the Wa State confirmed that the punishment notice is authentic and has caused a significant stir in the region. According to a report from the Wa State News Bureau on the 14th, judicial police and stationed troops in the Wa State cooperated to simultaneously raid over 20 telecom fraud dens in Bangkang, Mengbo, and Mengneng, arresting 2,680 individuals involved in telecom fraud. Among them were 2,350 Chinese nationals, 130 locals, and 200 from other countries. Authorities also seized 1,370 computers and 5,207 mobile phones, along with a large number of other tools used in the crimes. Starting from the evening of October 13, after working through the night, the handover of the Chinese nationals involved in telecom fraud was completed on the morning of the 14th.
