Editor's note

Importers and project buyers sourcing quartz slabs from California should monitor regulatory developments closely. Potential emergency standards or local bans on high-silica materials could disrupt supply chains, increase compliance costs for fabricators, and shift demand toward alternative materials with lower silica content. Sourcing from regions with stringent, enforced safety protocols may mitigate future liability and supply risks.

California is set to become the first U.S. state to adopt special measures to protect countertop fabrication workers from silicosis, an irreversible lung disease caused by silica dust. Public health experts report at least 77 cases and 10 deaths among workers, primarily young Latino men, linked to cutting engineered quartz stone, which contains high silica levels. State inspections found approximately 72% of 808 fabrication shops likely non-compliant with existing silica standards. California's Occupational Safety & Health Standards Board has voted to fast-track new regulations, with an Emergency Temporary Standard proposal expected within 3-4 months. The Los Angeles County Board of Supervisors is considering a ban on high-silica countertop materials.

California is poised to become the first state in the country to adopt special measures to protect workers fabricating kitchen and bathroom countertops from engineered quartz stone. This action follows the identification of at least 77 cases of silicosis—an irreversible lung disease—among countertop workers in the state, with at least ten fatalities.

The median age of affected workers is 45, with almost all being Spanish-speaking Latino men. The disease is caused by inhalation of silica dust released during cutting and grinding. While natural stone contains silica, engineered quartz contains far higher concentrations, increasing the risk.

Safety inspections in 2019 and 2020 revealed that approximately 72% of California's 808 fabrication shops were likely non-compliant with federal silica exposure limits. In response, California's Occupational Safety & Health Standards Board has voted to fast-track development of new regulations.

A state spokesperson advised that an advisory committee will meet in August, with an Emergency Temporary Standard proposal expected within 3-4 months. Concurrently, the Los Angeles County Board of Supervisors is considering a ban on this type of countertop material.

US Tile Industry Petitions for 408-828% Anti-Dumping Duties on Indian Ceramic Imports https://www.slaboutlets.com/us-tile-industry-petitions-for-408-828-anti-dumping-duties-on-indian-ceramic-imports/ https://www.slaboutlets.com/us-tile-industry-petitions-for-408-828-anti-dumping-duties-on-indian-ceramic-imports/#respond Tue, 07 Apr 2026 10:10:38 +0000 https://www.slaboutlets.com/us-tile-industry-petitions-for-408-828-anti-dumping-duties-on-indian-ceramic-imports/
Trade Policy & ComplianceUnited States, IndiaNDTV ProfitApr 19, 2024

Editor's note

US fabricators and project buyers sourcing Indian ceramic tiles should monitor this petition closely. If duties are imposed at the proposed 408-828% rates, landed costs will increase 4-8x, making Indian slabs non-competitive. Consider diversifying supply sources or exploring stock from producers with US-based manufacturing to mitigate potential tariff disruption and price volatility.

The Tile Council of North America, representing over 90% of US domestic tile production, filed an anti-dumping and countervailing duty petition on April 19, 2024, targeting ceramic tile imports from India. The petition proposes tariffs ranging from 408% to 828%, citing 'unfairly low-priced' imports supported by Indian government subsidies. India's share of US ceramic tile imports has grown from 11% in 2021-22 to approximately 20% in the period from October 2023 to March 2024. If enacted, these duties would significantly increase the landed cost of Indian tiles in the US market, potentially making exports from India commercially unviable.

On April 19, 2024, the Tile Council of North America (TCNA) announced that US ceramic tile manufacturers, accounting for over 90% of domestic production, filed a petition for anti-dumping and countervailing duties on imports from India.

The proposed anti-dumping duties range from 408% to 828%, with additional countervailing duties sought to offset alleged Indian government subsidies. TCNA Executive Director Eric Astrachan stated the petition aims to address imports sold at 'unfairly low-priced' dumped levels that harm US manufacturers.

India's ceramic tile exports to the US have grown dramatically, from 3.44 lakh square feet in 2013 to 40.5 crore square feet, achieving a 10-year CAGR of 103%. The US share of India's total tile exports rose from 0.7% in FY18 to 8% in the first ten months of FY24.

India's import realization price in the US is $0.63 per square foot, the lowest among major suppliers, compared to a typical average of $1.3. If the US government imposes the proposed duties, the expected landed cost for Indian tiles would rise to between $2.5 and $5.1 per square foot. This would erase India's current price competitiveness.

The US ceramic tile market is approximately 70% import-dependent. Other major producing countries like Italy, Spain, Brazil, Mexico, and China have already established production facilities within the US.

Dehua is China's largest base for porcelain production and export, with its products shipped to more than 190 countries and regions.

Local companies are currently in their peak shipping season, sending advance orders for Halloween and Christmas-themed crafts overseas, with products typically cleared through Customs in Xiamen before international shipment.

Quanzhou Shunmei Group, a major Dehua manufacturer, exports to over 100 countries, with exports accounting for 60-70% of its total business volume. Its customers include global corporations like Walmart, Universal Pictures, and Starbucks.

The company reports that ongoing U.S.-China tariff disputes continue to affect its export business to the United States, while demand from European markets, especially the United Kingdom and Germany, remains robust. In response, the company is focusing on stabilizing exports while expanding its domestic market presence.

The county's porcelain sector employs over 100,000 people, approximately one-third of the local population, across more than 4,500 enterprises. Trade Policy & ComplianceChinaSohu2018

Editor's note

Importers should note the diverging trends between ceramic tiles and sanitary ware. While tile exports from China are contracting, the rising average price signals a move toward higher-value products, which may affect sourcing costs. The explosive growth in sanitary ceramic exports to specific markets like Mexico and Southeast Asia indicates strong regional demand and potential supply chain focus shifts. Buyers should monitor these trends for pricing and availability implications.

In 2018, China's ceramic tile exports continued to decline, with export volume falling 15.6% to 692 million square meters and value dropping 9.95% to $3.986 billion, returning to 2010 levels. Domestic tile production also fell 11.2% to 9.011 billion square meters. In contrast, sanitary ceramic exports grew significantly, with value rising 18.74% to $5.049 billion and average unit price increasing from $3.08/kg to $3.66/kg. Key growth markets for sanitary ware included Mexico (up 110.31%), India, Vietnam, Thailand, and Germany, all exceeding 50% growth, while the US remained the top destination by volume. The average export price for ceramic tiles showed a positive trend, rising 6.86% to $5.76 per square meter, indicating a shift toward higher-value products.

China's ceramic tile exports faced continued challenges in 2018, with overall volume and value declining. Export volume reached 692 million square meters, a decrease of 15.6% year-on-year, while export value fell 9.95% to $3.986 billion, nearly halving from 2015 levels and returning to the export scale of 2010.

Domestic production also contracted significantly, dropping 11.2% to 9.011 billion square meters for the year, influenced by factors including rising labor and raw material costs, frequent anti-dumping measures, and product homogenization. In contrast, the sanitary ceramic sector performed strongly. Production increased by 1.0% to 210 million pieces.

Exports surged, with value growing 18.74% to $5.049 billion and the average unit price rising from $3.08 per kilogram to $3.66 per kilogram. Several key export markets for sanitary ware saw exceptional growth, with shipments to Mexico increasing by 110.31%, and exports to India, Vietnam, Thailand, and Germany all growing by over 50%.

The United States remained the largest single destination, accounting for 13.77% of export value at $695 million, though its growth rate was minimal at 0.37%.

Despite the overall downturn in tile exports, the average export price showed a positive shift, increasing by 6.86% to $5.76 per square meter, suggesting a rising proportion of mid-to-high-end products in the export mix.

The industry price index for building and sanitary ceramics experienced volatility in 2018, influenced by uncertain US-China trade negotiations, but the annual average index still rose 1.4% to 103.7 points.
