Editor's note

US fabricators and project buyers sourcing Indian ceramic tiles should monitor this petition closely. If duties are imposed at the proposed 408-828% rates, landed costs will increase 4-8x, making Indian slabs non-competitive. Consider diversifying supply sources or exploring stock from producers with US-based manufacturing to mitigate potential tariff disruption and price volatility.

The Tile Council of North America, representing over 90% of US domestic tile production, filed an anti-dumping and countervailing duty petition on April 19, 2024, targeting ceramic tile imports from India. The petition proposes tariffs ranging from 408% to 828%, citing 'unfairly low-priced' imports supported by Indian government subsidies. India's share of US ceramic tile imports has grown from 11% in 2021-22 to approximately 20% in the period from October 2023 to March 2024. If enacted, these duties would significantly increase the landed cost of Indian tiles in the US market, potentially making exports from India commercially unviable.

On April 19, 2024, the Tile Council of North America (TCNA) announced that US ceramic tile manufacturers, accounting for over 90% of domestic production, filed a petition for anti-dumping and countervailing duties on imports from India.

The proposed anti-dumping duties range from 408% to 828%, with additional countervailing duties sought to offset alleged Indian government subsidies. TCNA Executive Director Eric Astrachan stated the petition aims to address imports sold at 'unfairly low-priced' dumped levels that harm US manufacturers.

India's ceramic tile exports to the US have grown dramatically, from 3.44 lakh square feet in 2013 to 40.5 crore square feet, achieving a 10-year CAGR of 103%. The US share of India's total tile exports rose from 0.7% in FY18 to 8% in the first ten months of FY24.

India's import realization price in the US is $0.63 per square foot, the lowest among major suppliers, compared to a typical average of $1.3. If the US government imposes the proposed duties, the expected landed cost for Indian tiles would rise to between $2.5 and $5.1 per square foot. This would erase India's current price competitiveness.

The US ceramic tile market is approximately 70% import-dependent. Other major producing countries like Italy, Spain, Brazil, Mexico, and China have already established production facilities within the US.

Editor's note

Importers should note the diverging trends between ceramic tiles and sanitary ware. While tile exports from China are contracting, the rising average price signals a move toward higher-value products, which may affect sourcing costs. The explosive growth in sanitary ceramic exports to specific markets like Mexico and Southeast Asia indicates strong regional demand and potential supply chain focus shifts. Buyers should monitor these trends for pricing and availability implications.

In 2018, China's ceramic tile exports continued to decline, with export volume falling 15.6% to 692 million square meters and value dropping 9.95% to $3.986 billion, returning to 2010 levels. Domestic tile production also fell 11.2% to 9.011 billion square meters. In contrast, sanitary ceramic exports grew significantly, with value rising 18.74% to $5.049 billion and average unit price increasing from $3.08/kg to $3.66/kg. Key growth markets for sanitary ware included Mexico (up 110.31%), India, Vietnam, Thailand, and Germany, all exceeding 50% growth, while the US remained the top destination by volume. The average export price for ceramic tiles showed a positive trend, rising 6.86% to $5.76 per square meter, indicating a shift toward higher-value products.

China's ceramic tile exports faced continued challenges in 2018, with overall volume and value declining. Export volume reached 692 million square meters, a decrease of 15.6% year-on-year, while export value fell 9.95% to $3.986 billion, nearly halving from 2015 levels and returning to the export scale of 2010.

Domestic production also contracted significantly, dropping 11.2% to 9.011 billion square meters for the year, influenced by factors including rising labor and raw material costs, frequent anti-dumping measures, and product homogenization. In contrast, the sanitary ceramic sector performed strongly. Production increased by 1.0% to 210 million pieces.

Exports surged, with value growing 18.74% to $5.049 billion and the average unit price rising from $3.08 per kilogram to $3.66 per kilogram. Several key export markets for sanitary ware saw exceptional growth, with shipments to Mexico increasing by 110.31%, and exports to India, Vietnam, Thailand, and Germany all growing by over 50%.

The United States remained the largest single destination, accounting for 13.77% of export value at $695 million, though its growth rate was minimal at 0.37%.

Despite the overall downturn in tile exports, the average export price showed a positive shift, increasing by 6.86% to $5.76 per square meter, suggesting a rising proportion of mid-to-high-end products in the export mix.

The industry price index for building and sanitary ceramics experienced volatility in 2018, influenced by uncertain US-China trade negotiations, but the annual average index still rose 1.4% to 103.7 points.

Importers sourcing ceramic or porcelain tiles from China and India for the Omani market must factor in new anti-dumping duties effective May 29. This will increase landed costs and may affect project pricing and supply timelines. Consider verifying the exact duty rates with customs brokers and exploring potential diversification of sourcing to mitigate this five-year trade barrier. Monitor for possible similar measures in other GCC member states.

Oman's Ministry of Commerce, Industry and Investment Promotion (MOCIIP) has announced the enforcement of anti-dumping duties on imports of ceramic and porcelain tiles originating from or exported by China and India, effective May 29. The decision, made under the GCC's Unified Law on Anti-Dumping, follows a 12-month investigation initiated after complaints from the Gulf's tile industry about alleged dumping practices. The duties will be applied for a period of five years at all Omani customs ports. Authorities have stated the measures aim to protect the local market from price distortions and unfair competition, while enhancing the competitiveness of domestic manufacturers.

Oman will enforce anti-dumping duties on ceramic and porcelain tile imports from China and India, effective May 29, at all customs ports across the sultanate. The decision is based on the Gulf Cooperation Council's (GCC) Unified Law on Anti-Dumping, Countervailing and Safeguard Measures.

It follows a comprehensive, 12-month investigation by the GCC General Secretariat, initiated after complaints from the regional tile industry regarding alleged dumping of products from these two countries into GCC markets. The final decision to impose the duties for five years was issued by the GCC's Permanent Committee and Industrial Cooperation Committee.

The measures are intended to foster a fair trading environment and protect national industries from injurious dumping practices. Officials state the duties are essential to prevent price distortions caused by products entering at unfair prices that do not reflect true production costs.

The Public Authority for Consumer Protection is actively monitoring implementation, tracking prices of imported tiles, and conducting inspection campaigns at stores to ensure market price stability. The authority has warned it will take legal action against any violators of the new regulations.

Importers and fabricators sourcing quartz slabs from India may see improved pricing and availability for the US market due to reduced trade barriers. This could make Indian quartz a more attractive option compared to slabs from other regions still facing higher US tariffs. Buyers should monitor for potential price adjustments from Indian exporters.

Asian Granito India Limited (AGIL) reports a sharp decline in the Countervailing Duty (CVD) and anti-dumping duty imposed by the United States on imports of Indian quartz. The company, based in Ahmedabad, Gujarat, is optimistic about increased demand from the US market as a direct result of this duty reduction. This policy change is expected to benefit Indian exporters of quartz slabs by making their products more price-competitive in the US. The development is significant for the trade flow of engineered stone slabs between India and North America.

Asian Granito India Limited (AGIL), a company listed on Indian stock exchanges, has indicated a positive outlook for quartz slab exports to the United States. This optimism stems from a significant reduction in US-imposed trade duties on Indian quartz products. The specific duties lowered are the Countervailing Duty (CVD) and the anti-dumping duty.

The duty reduction is anticipated to stimulate demand from the US market by improving the cost competitiveness of Indian quartz slabs. AGIL, headquartered in Ahmedabad, Gujarat, is positioned to benefit from this shift in trade policy. The change represents a notable development in international trade conditions affecting the slab industry.

The Turkish government initiated an anti-dumping investigation on CRSS products on June 28, 2024, covering imports from Indonesia and China.

TEMPO.CO, Jakarta – Indonesia’s cold-rolled stainless steel (CRSS) products have officially been cleared from the threat of anti-dumping duties by Turkey, the Ministry of Trade confirmed. Trade Minister Budi Santoso said the decision reflects the competitiveness of Indonesia’s national industry and the government’s effective oversight of international trade.

He expressed optimism that the outcome would boost confidence in Indonesian stainless steel products in global markets.

“The Indonesian government actively monitored the 18-month investigation to ensure that Turkish authorities applied objective dumping calculation rules in line with international standards,” Budi said in a statement in Jakarta on Thursday, January 15, 2026.

The investigation ultimately favored Indonesia, confirming that its stainless steel products are traded fairly. The decision also opens opportunities to expand exports to Turkey and neighboring regions. Turkish authorities halted the anti-dumping investigation on December 27, 2025, without imposing any trade safeguards on Indonesian products.

The termination is documented in the Final Anti-Dumping Investigation Report released by Turkey’s Anti-Dumping and Subsidies Bureau, which concluded that imports of CRSS from Indonesia were at a non-significant dumping level (de minimis) and did not harm Turkey’s domestic industry.

The anti-dumping probe, initiated on June 28, 2024, covered CRSS imports from both Indonesia and China. While the investigation initially found some indications of dumping, the volume was below the threshold and did not affect domestic industry conditions in Turkey.

Tommy Andana, Acting Director General of Foreign Trade at the Indonesian Ministry of Trade, attributed the success to Indonesian businesses’ full cooperation during the investigation.

“The active role of national manufacturers in providing accurate data shows that Indonesia’s industry has strong governance and is ready to compete fairly in the global market,” Tommy said.

Reza Pahlevi Chairul, Director of Trade Safeguards at the Ministry of Trade, noted that anti-dumping investigations often intersect with raw material market distortions, which some countries use to adjust calculation methods.

“In this case, Turkish authorities applied the dumping calculation objectively, based on company data, without factoring in market distortions. This approach deserves appreciation,” he said. Indonesia’s CRSS exports to Turkey have shown strong growth in recent years, rising from US$21.9 million in 2020 to US$108.6 million in 2024.

As of the third quarter of 2025, exports totaled US$66.2 million, underscoring the sector’s expanding global presence. Read: Indonesia's BPOM Asks Nestle to Suspend S-26 Baby Formula Imports Click here to get the latest news updates from Tempo on Google News

Editor's note

Overseas buyers and fabricators should monitor this policy shift closely. Australia's ban may influence other markets, particularly the U.S. and EU, to introduce stricter regulations or similar prohibitions on engineered stone. This could disrupt supply chains, increase compliance costs, and shift demand toward alternative materials like natural stone or sintered surfaces. Importers should assess supplier compliance with emerging safety standards and consider diversifying product portfolios.

Australia has become the first country to announce a complete ban on engineered stone slabs, effective next year. The decision follows a years-long campaign by health experts and trade unions, driven by rising cases of silicosis among workers cutting and handling the material. The Australian Council of Trade Unions noted the country's historical legacy with asbestos as a motivator for early action. International attention is growing, with California's workplace safety regulator drafting emergency protections and Los Angeles County considering a local ban. A recent U.S. study indicated silicosis cases among stonemasons, particularly in California, have risen significantly since 2022.

Australia will implement a complete ban on engineered stone slabs, beginning next year. The ban results from a campaign by doctors, trade unions, and workers, following the 2015 case of an Australian worker developing a debilitating lung disease linked to the material.

The Australian Council of Trade Unions linked the action to the country's historical experience with asbestos. Health experts and governments in California and London are monitoring the development.

In the United States, a July study found silicosis has claimed lives of several stonemasons, predominantly young Latino men in California, with cases rising from fewer than five annually (2010-2018) to over 20 in 2022. This has prompted California's workplace safety regulator to draft emergency protections, and Los Angeles County is considering a ban.

A UCSF researcher estimated 15-20% of U.S. workers in this field may have or develop silicosis.

The period under investigation covers July 1, 2024, to June 30, 2025.

Vietnam has officially launched anti-dumping investigation AD23 against ceramic and porcelain tiles originating from India. The case was announced through Decision No. 2333/QD-BCT on August 18, 2025, by the Ministry of Industry and Trade (MOIT).

The investigation was initiated based on allegations from Vietnamese producers that imports from India were being dumped, threatening or causing material injury to the domestic industry. The period of investigation runs from July 1, 2024, to June 30, 2025.

The Trade Remedies Authority of Vietnam (TRAV) has issued a Sampling Questionnaire to foreign producers and exporters. The purpose is to allow TRAV to select representative companies for the full investigation. The questionnaire requires information on company structure, production, sales, costs, exports to Vietnam, and domestic sales.

It must be submitted via the TRAV system by September 10, 2025 (Hanoi time), followed by a signed hard copy and USB submission. Failure to meet this deadline will result in a company being treated as non-cooperative, which can lead to the use of adverse facts available and typically results in higher calculated dumping margins.

Editor's note

Importers sourcing ceramic tile from India must monitor this litigation closely. A ruling against the current tariffs could trigger substantial, retroactive duty increases on shipments from 2024 onward, directly impacting landed costs and project budgets. Evaluate exposure on all unliquidated entries and consider contingency planning for potential supply chain cost volatility.

U.S. importers of ceramic tile from India face potential retroactive cost increases due to ongoing litigation. In April 2025, the U.S. Department of Commerce imposed anti-subsidy tariffs of 3.0% to 3.5% on these imports, a decision affirmed by the U.S. International Trade Commission. The Coalition for Fair Trade in Ceramic Tile (CFTCT) has challenged these determinations in the U.S. Court of International Trade, arguing the investigation into major Indian exporters was insufficient. A ruling in favor of CFTCT could lead to higher tariff rates applied retroactively to 'unliquidated' entries, potentially affecting imports from 2024 through at least Q3 2026. Annual reviews of the existing tariffs may also result in adjustments.

The Tile Council of North America reports ongoing legal developments that may significantly affect the cost of ceramic tile imported from India into the United States. In April 2025, the U.S. Department of Commerce imposed anti-subsidy tariffs ranging from 3.0% to 3.5% on ceramic tile imports from India, a decision later affirmed by the U.S.

International Trade Commission. The Department of Commerce initially declined to impose additional anti-dumping tariffs. The Coalition for Fair Trade in Ceramic Tile (CFTCT) has challenged both the anti-subsidy and anti-dumping determinations before the U.S.

Court of International Trade, contending the investigation into affiliated entities of the two largest Indian exporters was insufficient. Briefing is underway, with a decision anticipated later this year. If the Court rules for CFTCT, tariff rates could increase and be applied retroactively to 'unliquidated' entries—imports for which U.S.

Customs has not finalized duty calculations. This could impose additional duties on imports dating back to 2024 and extending through at least Q3 2026. The U.S.

tile industry also retains the option to request annual reviews of the existing anti-subsidy tariffs, which may lead to further rate adjustments.

Importers should diversify supply chains and secure contracts early. Monitor Brazil and other non-targeted markets for 'tariff-safe' slab sourcing. Expect potential cost increases for Chinese quartz, sintered stone, and porcelain slabs, and factor volatility into project bids. Long-term contracts may offer price stability.

U.S. stone importers and contractors are preparing for potential new tariffs on imported construction materials proposed by President-elect Donald Trump. The tariffs, which could target China—a major supplier of granite, marble, and engineered quartz—as well as Mexico and Canada, are expected to increase project costs and create sourcing uncertainty. Businesses like Chicago-based GI Stone are proactively scouting alternative suppliers in countries like Brazil, hoping to find 'tariff-safe' sources. The construction industry warns that higher material costs, particularly for steel, could further strain an already challenging market and slow development pipelines for major projects.

U.S. stone importers are bracing for potential new tariffs on imported construction materials proposed by President-elect Donald Trump. The tariffs are expected to target China, a key global supplier of granite, marble, and engineered quartz slabs, as well as Mexico and Canada.

Businesses like Chicago contractor GI Stone are responding by proactively seeking alternative suppliers in countries like Brazil, aiming to identify 'tariff-safe' sourcing options ahead of any policy implementation.

Trump has proposed tariffs of 25% on Mexican and Canadian goods and an additional 10% on Chinese merchandise, with campaign mentions of rates up to 60% on Chinese goods. For the construction industry, these tariffs could significantly increase costs for critical materials like steel, lumber, copper, and aluminum.

Industry economists warn that domestic producers historically raise prices in tandem with new tariffs, which would compound existing market challenges and high project costs. The potential policy shift comes as the Biden administration has maintained most tariffs from the previous Trump term, adding more on some Chinese goods in May 2024.

Studies indicate such tariffs have previously raised consumer prices and reduced employment. For slab importers and fabricators, the uncertainty complicates supply chain planning and could impact the feasibility of upcoming large-scale construction projects.
