Trade Policy & ComplianceDehua County, Quanzhou, Fujian, China福建省人民政府Aug 25, 2025

Editor's note

Importers should note Dehua's continued role as a primary porcelain export hub, with stable year-on-year growth. The reported resilience in European demand, contrasted with U.S. market challenges due to tariffs, may influence sourcing strategies. The sector's investment in 5G smart factories and new materials R&D points to potential future shifts in production efficiency and product offerings.

Dehua County in Fujian, China's largest porcelain production and export base, reported porcelain exports worth 2.14 billion yuan ($298 million) from January to July 2024, a year-on-year increase of 5.06%. The region's products reach over 190 countries. Major local producer Quanzhou Shunmei Group exports to more than 100 countries, with exports comprising 60-70% of its business, serving clients like Walmart and Starbucks. The company notes that while U.S.-China tariff disputes impact its U.S. business, demand from Europe, particularly the UK and Germany, remains strong. The county is expanding its global presence with 54 exhibition centers in Belt and Road markets and is innovating with a new materials research institute and a 5G smart factory.

Porcelain exports from Dehua County in Fujian province totaled 2.14 billion yuan ($298 million) in the first seven months of 2024, representing a 5.06% year-on-year increase. Dehua is China's largest base for porcelain production and export, with its products shipped to more than 190 countries and regions.

Local companies are currently in their peak shipping season, sending advance orders for Halloween and Christmas-themed crafts overseas, with products typically cleared through Customs in Xiamen before international shipment.

Quanzhou Shunmei Group, a major Dehua manufacturer, exports to over 100 countries, with exports accounting for 60-70% of its total business volume. Its customers include global corporations like Walmart, Universal Pictures, and Starbucks.

The company reports that ongoing U.S.-China tariff disputes continue to affect its export business to the United States, while demand from European markets, especially the United Kingdom and Germany, remains robust. In response, the company is focusing on stabilizing exports while expanding its domestic market presence.

The county's porcelain sector employs over 100,000 people, approximately one-third of the local population, across more than 4,500 enterprises. These companies produce three main product categories: artistic porcelain for export, daily-use porcelain such as tableware, and master porcelain carvings.

To support global expansion, Dehua has established 54 porcelain promotion and exhibition centers in major cities within Belt and Road Initiative markets. Dehua is also driving technological innovation in the sector.

It has launched a research institute dedicated to developing new porcelain materials and has built what is described as the world's first 5G smart factory for producing daily-use porcelain, signaling a shift toward more automated and advanced manufacturing processes.

Key takeaway: Porcelain offers superior dimensional consistency and thermal stability, reducing fabrication surprises. Quartz provides predictable color uniformity but requires strict handling protocols. Your RFQ specifications determine which material's inherent traits best align with your program's risk tolerance.

Buyer question

Which material creates fewer surprises in export kitchen countertop programs: porcelain or quartz?

Commercial reading

Surprises stem from mismatched expectations. Porcelain slabs are typically larger and more consistent in size, simplifying layout for high-volume programs. Quartz, while uniform in color, has specific fabrication requirements. Clearly defining slab dimensions, edge detail tolerances, and packaging specs in your RFQ is critical. We recommend reviewing our in-stock deals to understand current sizing and availability for both materials before finalizing program specifications.

Editor's note

Importers and project buyers sourcing ceramic or porcelain tiles from China or India for the Omani market face new anti-dumping duties effective May 29. This will increase landed costs for these products for at least five years. Consider verifying final customs costs and exploring alternative sourcing regions or local suppliers to mitigate price volatility and supply chain risk.

Oman's Ministry of Commerce, Industry and Investment Promotion (MOCIIP) has announced the enforcement of anti-dumping duties on imports of ceramic and porcelain tiles originating from or exported by China and India, effective May 29. The decision, made under the GCC's Unified Law on Anti-Dumping, follows a 12-month investigation initiated after complaints from the Gulf's tile industry. The duties are imposed for a five-year period. Authorities state the measure aims to protect the local market from price distortions, enhance the competitiveness of local manufacturers, and ensure a fair trading environment. Market control bodies are monitoring implementation and price stability.

Oman will enforce anti-dumping duties on all imports of ceramic and porcelain tiles from China and India, effective from May 29.

The decision, announced by Oman's Ministry of Commerce, Industry and Investment Promotion (MOCIIP), applies at all customs ports in the sultanate and is made under the framework of the Gulf Cooperation Council's (GCC) Unified Law on Anti-Dumping, Countervailing and Safeguard Measures.

The action follows a complaint from the Gulf's ceramic and porcelain tile industry regarding alleged dumping. A GCC technical office conducted a comprehensive investigation over more than 12 months.

The findings led the GCC's Permanent Committee for Combating Harmful Practices in International Trade and the Industrial Cooperation Committee to issue a final decision to impose the duties for a period of five years.

Officials stated the duties are essential to protect the local market from price distortions caused by products entering at unfair prices, to foster a fair competitive environment, and to protect national industries. The measure is expected to enhance the competitiveness of local manufacturers, improve product quality, and expand production capacity.

The Public Authority for Consumer Protection confirmed it is actively monitoring the implementation, tracking prices of imported tiles, and conducting inspection campaigns at stores to ensure price stability. The authority warned it will take legal action against any violations.
