The Municipality of Anzio has ordered the immediate closure of two fuel stations located on Via della Cannuccia and Via Ardeatina, following an anti-mafia interdiction measure against the operating company. The company had submitted applications to take over the management of the two fuel stations through the standard administrative procedure, using the dedicated business portal. However, the Prefecture of Rome issued an anti-mafia interdiction, which legally obliges the municipality to revoke any authorizations and halt operations.
According to the measure, "the public administration cannot issue any enabling act for the conduct of any economic or commercial activity" in such cases. If the activity has already started, it must be stopped immediately.
The Municipality of Anzio stated that this was a mandatory act, not a discretionary decision. The law requires such intervention, and therefore the immediate prohibition of continuing the activity was ordered. The two applications for managing the plants become ineffective.
The principle behind the measure is prevention. The anti-mafia interdiction is not a criminal conviction and does not establish definitive liability. However, it serves to prevent economic activities from being influenced by criminal environments. As stated in the decree, these effects are "radically incompatible" with the continuation of economic activity.
The municipality acted as the implementing body, receiving the communication and executing what the law prescribes. The urgent and binding nature of the act did not require a standard administrative procedure. This case in Anzio follows a similar event last September, when the Prefecture of Milan issued an anti-mafia interdiction ordering the immediate closure of 200 distribution points under the same commercial brand.
It remains to be seen whether and when the stations can be reactivated under new management. For now, the priority has been to apply the required measures. In recent years, anti-mafia checks have been extended to activities subject to simple administrative communications, and such controls can lead to immediate measures. The affected company retains the right to appeal the decision to the Regional Administrative Court (TAR) of Lazio.
