The Tile Council of North America, representing over 90% of US domestic tile production, filed an anti-dumping and countervailing duty petition on April 19, 2024, targeting ceramic tile imports from India. The petition proposes tariffs ranging from 408% to 828%, citing 'unfairly low-priced' imports supported by Indian government subsidies. India's share of US ceramic tile imports has grown from 11% in 2021-22 to approximately 20% in the period from October 2023 to March 2024. If enacted, these duties would significantly increase the landed cost of Indian tiles in the US market, potentially making exports from India commercially unviable.
On April 19, 2024, the Tile Council of North America (TCNA) announced that US ceramic tile manufacturers, accounting for over 90% of domestic production, filed a petition for anti-dumping and countervailing duties on imports from India.
The proposed anti-dumping duties range from 408% to 828%, with additional countervailing duties sought to offset alleged Indian government subsidies. TCNA Executive Director Eric Astrachan stated the petition aims to address imports sold at 'unfairly low-priced' dumped levels that harm US manufacturers.
India's ceramic tile exports to the US have grown dramatically, from 3.44 lakh square feet in 2013 to 40.5 crore square feet, achieving a 10-year CAGR of 103%. The US share of India's total tile exports rose from 0.7% in FY18 to 8% in the first ten months of FY24.
India's import realization price in the US is $0.63 per square foot, the lowest among major suppliers, compared to a typical average of $1.3. If the US government imposes the proposed duties, the expected landed cost for Indian tiles would rise to between $2.5 and $5.1 per square foot. This would erase India's current price competitiveness.
The US ceramic tile market is approximately 70% import-dependent. Other major producing countries like Italy, Spain, Brazil, Mexico, and China have already established production facilities within the US.
