Dr. Ahmed Shelby, CEO of Tawfeer Egypt and a founding member and secretary of the Housing and Urban Development Secretariat of the National Front Party, affirmed that the Ministry of Housing's initiative regarding incentives linked to sustainability and green building represents a qualitative shift in the path of urban development in Egypt.
He pointed out that it reflects a conscious national vision that redefines the relationship between urban development and sustainability, laying the foundation for more efficient and intelligent cities capable of facing the challenges of climate change and rationalizing energy and water consumption, which positively reflects on citizens' quality of life.
Shelby explained that what the Ministry of Housing has done is a bold and well-considered step at the same time, as the state has realized that the transition towards sustainable urbanism can only be achieved through an integrated system combining legislation, financing, and institutional building, to encourage real estate developers to adopt green building standards without bearing additional burdens.
He indicated that the new system includes diverse incentives covering all stages of real estate development, from design to implementation, alongside support for green financing and the use of environmentally friendly materials, creating a more balanced and fair development cycle.
He added that the initiative came with a comprehensive vision based on three main pillars that form the roadmap for the transition towards green building in Egypt:
First Pillar: Launch and Awareness Stage (2025)
This includes starting to apply construction incentives in new projects, establishing the National Electronic Platform for Green Urbanism, building capacities within the government sector, preparing a national guide for green building, encouraging the use of renewable energy in government buildings, alongside launching national awareness programs and activating the role of the Egyptian Green Building Council to spread a culture of sustainability.
Second Pillar: Activation and Expansion Stage (2026)
This focuses on integrating the green financing system in cooperation with the banking and industrial sectors, issuing new financial tools such as green bonds and real estate funds, granting carbon certificates to projects conforming to standards, as well as supporting local industries to develop green building materials and expanding the use of renewable energy in real estate projects.
Third Pillar: Full Implementation Stage (2028 – 2030)
This is the stage of comprehensive transition towards a more sustainable and resilient urban model, during which performance is evaluated and the system's application is expanded to public and private projects, with the development of new licensing systems based on energy efficiency, providing specialized financing packages for green building, training engineering and technical cadres on managing and maintaining sustainable projects, and raising user awareness to entrench a culture of sustainability in societal behavior.
Shelby confirmed that this initiative is not limited to being a package of financial and regulatory incentives, but rather represents an integrated developmental vision that redefines the concept of urban development in Egypt, creates a more encouraging environment for developers, and opens the door to new green investments that support the national economy through resource rationalization and emission reduction.
Sustainability is no longer a luxury, but rather the path to building a more efficient and prosperous future for coming generations.
