The scandal involves the Taoyuan MRT Green Line GC03 civil construction and GM01 electromechanical civil engineering contracts. Part of the work was awarded to 'Mutual Assistance Construction Co., Ltd.' (互助營造), but it was exposed that the company illegally used stone from China's 'Qiancheng Stone Industry' (前程石業). However, after review, the Taoyuan MRT Engineering Office failed to detect this and approved the materials. This publication obtained hundreds of pages of complete review documents, which clearly record that the stone used for station floor paving was a product of 'Xiamen Qiancheng Stone Industry Co., Ltd.' (廈門前程石業有限公司) in China, even featuring a five-star emblem. The documents show that the project required the use of dark granite (from India) and light granite (with three surface treatments: water-washed, flamed, and polished). However, such stone is not available domestically and must be imported from abroad. Whistleblower Mr. A told this publication that contractors are required to import large rough stone blocks from abroad, which are then cut to required dimensions by local processing plants to obtain qualified factory and usage certificates. However, Mutual Assistance Construction did not follow proper procedures; instead, it imported stone directly from China and laid it on site. While this saved money and effort, it seriously violated the Government Procurement Act's prohibition on using Chinese products.

Additionally, Mutual Assistance Construction illegally used quartz floor tiles from 'Jinggong Ceramics' (精工陶瓷), a company that had been suspended from bidding for three years by the Public Construction Commission of the Executive Yuan. Our investigation found that Jinggong Ceramics was penalized for 'origin laundering' on behalf of other operators, with a suspension period from April 23, 2024, to April 22, 2027. During this period, all major government projects are prohibited from using the company's products. This publication obtained the project's review documents dated June 26, 2024. At that time, Jinggong Ceramics was already under suspension. According to regulations, if a supplier under review is publicly suspended, indicating a serious violation, the project owner should immediately cease using its products. However, the Taoyuan MRT Engineering Office ignored the law and, citing the need to 'speed up construction,' allowed the contractor to continue work—a highly outrageous situation.
